Steering Committee

The Steering Committee is a high-level apex body that plays a decisive role in the day-to-day administration and decision-making processes of a Grama Panchayat within the Local Self-Government system of Kerala.

The primary objective of this committee is to coordinate the functions of various Standing Committees (permanent panels) of the Grama Panchayat and ensure the smooth operation of the local administrative machinery.

The composition and core responsibilities of the Steering Committee are outlined below:

1. Structure of the Committee

This committee brings together the most critical elected representatives of the Panchayat.

  • Chairman: The Grama Panchayat President serves as the Chairman of this committee.

  • Members: The Grama Panchayat Vice President and the Chairpersons of all the various Standing Committees (such as Development, Welfare, and Health & Education) are members of this committee.

  • Secretary: The Panchayat Secretary attends the meetings of this committee and officially records its decisions.

2. Key Responsibilities

  • Coordination: Streamlining and coordinating the projects, rules, and proposals drafted by individual Standing Committees to ensure they do not conflict with one another.

  • Agenda Formulation: Reviewing, prioritizing, and finalizing the key agendas and topics to be discussed in the general meeting of the Grama Panchayat governing body (Panchayat Committee).

  • Emergency Decisions: Taking interim or provisional decisions during urgent circumstances when a full general body meeting of the Panchayat Committee cannot be immediately convened (these decisions must be formally ratified in the subsequent general meeting).

  • Dispute Resolution: Deliberating on and resolving administrative disputes, overlapping jurisdictions, or misunderstandings that may arise between different committees or between elected representatives and institutional officials.

In short, the Steering Committee functions as a high-level executive body, acting essentially as the "Cabinet" of the Grama Panchayat.
