Working Groups
Working Groups, also known as Expert Committees, are specialized panels constituted within Local Self-Government Institutions (Grama Panchayats, Block Panchayats, and District Panchayats) in Kerala to formulate annual action plans as part of the People's Planning process.
The primary objective of these groups is to ensure that the development projects of a local body are not casually drafted inside an office, but are instead formulated scientifically by incorporating domain experts and elected representatives.
The key aspects regarding Working Groups are outlined below:
1. Structure of Working Groups
Separate Working Groups are constituted for each distinct development sector. A typical Working Group comprises the following members:
Chairperson: An elected representative (designated by the Panchayat Committee).
Convener: The respective official of the local body associated with that specific sector (e.g., for the Working Group on Agriculture, the Agricultural Officer acts as the Convener).
Members: Domain experts, retired government officials, volunteers, and representatives of beneficiaries in that sector.
2. Major Working Groups
Local bodies usually constitute separate Working Groups for the following key sectors:
Agriculture and Allied Sectors (Animal Husbandry, Dairy Development, and Fisheries)
Local Economic Development (Industries, Employment, and Tourism)
Poverty Alleviation
Social Justice and Women's Development (Welfare of SC/ST, women, children, and persons with disabilities)
Housing
Public Health, Sanitation, and Drinking Water
Education, Art, Culture, and Youth Welfare
Infrastructure Development (Roads, Bridges, and Buildings)
Environment and Climate Change
3. Key Responsibilities of Working Groups
Preparing Development Reports: Consolidating and analyzing the grassroot needs, demands, and proposals raised during Gramasabha and Wardsabha meetings.
Project Formulation: Drafting practical and legally compliant projects and vetting project proposals according to guidelines, while keeping the allocated Plan Fund in view.
Providing Technical Assistance: Offering vital technical advice and expertise to the Panchayat governing body from the initial planning stage to the final execution of the projects.
Prioritization: Assisting the local body in prioritizing projects to determine which initiatives require immediate implementation.
