Other Important Committees

 

1. Hospital Managing Committee (HMC)

In accordance with Section 173A of the Kerala Panchayat Raj Act, 1994, and the Kerala Panchayat Raj (Managing Committees for Public Health Institutions) Rules, 2010, a Hospital Managing Committee consisting of not more than 15 members must be formed in all hospitals up to the district level that fall under the purview of the Panchayats, across all systems of medicine.

The tenure of the HMC terminates concurrently with the tenure of the Panchayat. Vacancies must be filled by nominating new members based on the decision of the Panchayat Committee. The HMC has the authority to take crucial decisions required for hospital development. The committee must meet at least once every three months and maintain proper income and expenditure accounts and records.

The custody of the Hospital Development Fund is vested with the Member Secretary. The funds must be deposited in a joint account in a nationalized bank in the names of the Chairperson and the Member Secretary. All expenditures require the formal approval of the HMC. The accounts are subject to audit by the State Audit Department.

2. Managing Committee for Animal Health Institutions

In accordance with the Kerala Panchayat Raj (Managing Committee for Animal Health Institutions) Rules, 2024, a Managing Committee consisting of not more than 15 members must be formed in veterinary hospitals up to the district level.

The tenure of this committee expires with the tenure of the Panchayat. Vacancies arising during the term shall be filled through nominations based on the decision of the Panchayat. The Managing Committee is empowered to take decisions regarding the development of the animal health institution. The committee must meet at least once in three months and maintain proper financial statements and records.

The custody of the Animal Health Institution Development Fund is vested with the Member Secretary. The fund must be deposited in a joint account in a nationalized bank in the names of the Chairperson and the Member Secretary. The committee must approve all expenditures, and the accounts are subject to audit by the State Audit Department.

3. Procurement Committee

A Procurement Committee must be constituted in accordance with the Procurement Guidelines for Local Self-Government Institutions issued via G.O.(P) No. 259/2010/LSGD dated 08-11-2010 for procuring required goods and services.

All Standing Committee Chairpersons and the concerned Implementing Officer shall be members of this committee. The decision of the Procurement Committee is paramount in the procurement of goods and services. Decisions made by this committee must obtain final ratification from the Panchayat Committee.

4. Panchayat Education Committee (PEC)

The Panchayat Education Committee is a body comprising all elected representatives of the Panchayat, Headmasters/Headmistresses, representatives of PTA Presidents, elected teachers, Junior Health Inspectors, SC/ST representatives, the ICDS Supervisor, and representatives of school managers.

The Panchayat Education Committee provides leadership to coordinate all education-related activities within the Grama Panchayat.

5. Senior Citizens Vigilance Committee (Vayojana Jagratha Samiti)

With a view to ensuring the welfare of senior citizens, the government has ordered the formation of a Senior Citizens Vigilance Committee in all Grama Panchayats to intervene in and resolve issues concerning the denial of freedom, violation of rights, and atrocities committed against the elderly.

The committee comprises the Grama Panchayat President, Chairperson of the Welfare Standing Committee, Grama Panchayat Secretary, Kudumbashree CDS Chairperson, ICDS Supervisor, Medical Officer, Police Sub-Inspector (SI), and the Village Officer.

6. Vigilance Committee (Jagratha Samiti)

Jagratha Samitis are bodies constituted at the Panchayat, Ward, and District levels to act against atrocities, harassment, and the denial of freedom faced by women and children. The government has issued comprehensive guidelines regarding the objectives, functions, and organizational structure of these committees via G.O.(MS) No. 7/2025/WCDD dated 22.02.2025.

Note: A Jagratha Support Committee (Jagratha Sahaya Samiti) must also be formed at the Panchayat level to function as a support system for this main Vigilance Committee.

7. Child Protection Committees (CPC / Bala Suraksha Samiti)

Child Protection Committees are bodies formed at the Block, Municipal, and Panchayat levels, incorporating prominent citizens and public officials, to secure children’s rights, welfare, and safety, and to create and preserve a safe environment for them.

The committee consists of the Grama Panchayat President as Chairperson, the Welfare Standing Committee Chairperson as Vice Chairperson, and the ICDS Supervisor as Member Secretary. Other members include children's representatives, Anganwadi teachers, school teachers, Public Health Nurses, and two social workers.

8. Local-Level Monitoring Committee (LLMC)

The Local-Level Monitoring Committee is constituted in every Grama Panchayat to monitor the strict implementation of the provisions under the Kerala Conservation of Paddy Land and Wetland Act.

  • Members: Respective Village Officers and three nominated representatives of paddy farmers.

9. Krishi Bhavan-Level Agricultural Development Committee

Agricultural Development Committees function at the Panchayat level, centered around the respective Krishi Bhavans. This committee deliberates on all projects implemented by and through the Krishi Bhavan and provides necessary recommendations for project execution.

10. Palliative Care Management Committee (PMC)

Implementing a Palliative Care Project is a mandatory project for all Local Self-Government Institutions. The Palliative Care Management Committee (PMC) is constituted to execute this project and supervise its day-to-day operations.

The PMC must meet at least once every two months to evaluate operations. To ensure smooth and effective execution, a Palliative Care Implementation Committee (PIC) also functions under the leadership of the Panchayat President.

11. Kudumbashree Evaluation Committee

The Evaluation Committee serves as a platform that democratically integrates Local Self-Government Institutions with Kudumbashree. This committee gives necessary direction, conceptual inputs, and data required to formulate the Annual Action Plan of the CDS.

Members

Grama Panchayat Vice President, Panchayat Secretary, Chairpersons of the Welfare and Development Standing Committees, heads of line/constituent institutions, Kudumbashree CDS Vice Chairperson, CDS sub-committee conveners, five elected women representatives, two former CDS office-bearers, and representatives from financial institutions. The committee must meet at least once every three months.

12. Tree Committee

The Tree Committee is formed at the Panchayat level to protect trees standing on public roads and public places, and to mitigate hazards caused by uprooted trees or breaking branches.

  • Members: Grama Panchayat President, Panchayat Secretary, Village Officer, and the Forest Department Range Officer.

13. Biodiversity Management Committee (BMC)

In accordance with the Biological Diversity Act, Biodiversity Management Committees are formed in all Local Self-Government Institutions. BMCs are statutory local bodies mandated to ensure the conservation of biological resources, promote their sustainable use, and preserve local ecosystems.

The BMC consists of 8 members. Apart from the Chairperson and Secretary, it includes 6 members nominated by the Panchayat governing body. Among these six members, at least two must be women and one must belong to the SC/ST community. One individual elected from the committee is designated as the Convener. The tenure of the BMC corresponds to the 5-year tenure of the elected Panchayat governing body.

14. Traffic Regulatory Committee

A Traffic Regulatory Committee is constituted at the Grama Panchayat level (notified by the District Police Chief) to handle transport and traffic issues within the Panchayat limits.

  • Members: Representative of the District Collector, Representative of the Regional Transport Officer (RTO), and a Representative of the Public Works Department (PWD).

15. Panchayat-Level Sports Council

In accordance with the Kerala Sports Act, 2000, Sports Councils have been constituted at the village level to foster local sports development.
