Hospital Management Committee (HMC)

The Hospital Management Committee (HMC) is the most critical panel functioning to streamline day-to-day operations and improve the physical infrastructure of government hospitals (especially Family Health Centres - FHCs and Primary Health Centres - PHCs) within the jurisdiction of a Grama Panchayat.

The HMC possesses extensive powers to ensure public participation in the healthcare sector and to make swift decisions regarding the emergency requirements of hospitals.

1. Structure of the HMC

The HMC is constituted at the Panchayat level with broad representation from various sectors:

  • Chairman: Grama Panchayat President.

  • Secretary & Convener: Medical Officer of the hospital.

  • Members:

    • Chairperson of the Health and Education Standing Committee (Vice Chairman).

    • Chairperson of the Welfare Standing Committee.

    • Grama Panchayat Ward Member representing the ward where the hospital is situated.

    • Two representatives elected by the Local Self-Government Institution (at least one must be a woman).

    • Panchayat Secretary.

    • Kudumbashree CDS Member Secretary.

    • Kudumbashree CDS Society President.

    • Block and District Panchayat Members representing the Grama Panchayat area.

    • Representatives of various political parties / Public representatives.

    • Health Inspector (HI / PRO).

    • Medical Officer of the Homoeo Dispensary.

    • Medical Officer of the Ayurveda Dispensary.

    • Home Care Nurse.

    • Two trained volunteers from the Home Care team.

    • MLSP (Mid-Level Service Provider) Nurses from the Janakeeya Arogya Kendrams (People's Health Centres).

2. Key Responsibilities and Powers

  • Hospital Development and Maintenance: Ensuring the maintenance of hospital buildings, seating facilities for patients, safe drinking water, and clean toilets.

  • Appointment of Temporary Staff: When there is a shortage of staff (such as sweepers, security, temporary nurses, or lab technicians), the committee is empowered to appoint personnel temporarily using HMC funds so that patient care remains uninterrupted.

  • Laboratory and Pharmacy Supervision: Ensuring the proper functioning of hospital labs and the availability of adequate medicines. Monitoring the systematic functioning of facilities like Karunya Pharmacies.

  • Fund Management: The revenue collected from OP ticket fees, lab charges, and other donations is maintained as the HMC Fund. The Medical Officer and the Chairman are authorized to utilize this amount for the urgent requirements of the hospital.

  • Grievance Redressal: HMC meetings serve as a forum to discuss and resolve public complaints regarding the hospital's functioning or the behavior of the staff.
