Panchayat Education Committee (PEC)

The Panchayat Education Committee (PEC) is a highly critical, community-driven statutory body functioning across Grama Panchayats in Kerala to elevate educational standards and upgrade the physical infrastructure of schools.

Following the decentralization under the People's Planning Campaign in Kerala, these committees assumed deeply decisive roles as the governance of schools was formally transferred to Local Self-Government Institutions.

The key composition and core responsibilities of this committee are outlined below:

1. Structure of the Committee

The PEC is constituted at the Panchayat level with broad representation from various stakeholders:

  • Chairman: Grama Panchayat President.

  • Vice Chairman: Chairperson of the Health and Education Standing Committee.

  • Convener: A Headmaster/Headmistress or Principal from a government or aided school situated within the Panchayat limits (typically designated by the Panchayat governing body).

  • Members:

    • Chairpersons of other Standing Committees.

    • Headmasters/Headmistresses (HMs) of all schools within the Panchayat.

    • Presidents of the respective School Parent-Teacher Associations (PTAs).

    • Education experts and representatives of teachers' unions.

    • The Assistant Educational Officer (AEO) or their designated representative.

2. Key Responsibilities

  • Planning Educational Projects: Formulating comprehensive annual action blueprints (Education Plans) for the holistic development of the education sector within the Panchayat.

  • Upgrading Physical Infrastructure: Ensuring the structural safety of school buildings, availability of safe drinking water, proper sanitation/toilets, playgrounds, and computer labs, and allocating required funds for the same.

  • Elevating Academic Standards: Conceptualizing special coaching classes, career guidance seminars, school reopening festivals (Praveshanolsavam), and targeted intervention schemes to address academic backwardness and improve learning outcomes.

  • Mid-day Meal Scheme Supervision: Monitoring the quality, hygiene standards, and systematic distribution of the mid-day meals served in schools.

  • Preventing Drop-outs: Intervening actively through community mobilization to ensure zero drop-out rates and to prevent children from discontinuing their education midway.

3. Relationship with School-Level Committees

The Panchayat Education Committee acts as the apex coordinating body for individual school units like the Parent-Teacher Association (PTA) and the School Management Committee (SMC). Major infrastructural requirements or large-scale funding needs that cannot be resolved independently by a school (e.g., the construction of a new building block) are channeled through this committee to be officially incorporated into the Panchayat's annual project budget.
